Hi,
.htaccess files are recursive so they take effect on any subdirectory unless this contains it's own .htaccess file which overrides one that is placed above it. If you put a .htaccess in your public_html folder then this will take effect over your whole site, but if you place it in a subdirectory then it will only take effect in this subdirectory and any directories below this, but not those above it.
