WHM offers a facility called mail trouble shooter. I can't find a lot of info on how this is used except for booby trap google monsters. I enter an e-mail address into the box and I get a legend with no output.

Does this work (on the cpanel forums there are some old messages about hit and miss operation), and how is a person supposed to use it?

It's not a very useful tool. It will show you the MX record if it can find one, and it will give you a more detailed error output if it can't.

So if you're having problems sending an email you can perhaps use the troubleshooter but honestly the bounce message you will receive will be 100 times more useful.

So I take it that it is just a kind of tracert. It does not complain about a bad MX in fact it says it is there, so it thinks that the pathway is complete. Problem is that the bounce can take 4 hours to get back as it keeps trying, which could take a long time to debug. Then the bounce is not very informative. I realize whatever MTA my ISP is using is only passing back what it is given, so I have tried implementing soft bounce.

I am using postfix, which evidently is better than sendmail, maybe I should use a different MTA?

I have no experience with postfix but it should work just fine. This does sound like a configuration issue however so perhaps you need to double check everything is in order there.
