I don't know about Yahoo but I use AdWords regional targeting and it works reasonably well. You can pick particular towns/areas, or specify a radius in miles from a particular spot.
I also recommend creating an ad for England or the UK with the placenames that you serve in the keyword phrase. E.g. Your regionally targeted ad may use keywords:
red widgets
blue widgets
Your UK/England wide ad would have:
Lincolnshire red widgets
[Town A] red widgets
[Town B] red widgets
Lincolnshire blue widgets
[Town A] blue widgets
[Town B] blue widgets
etc... Hope this helps.
Ukwiz asks how they know where a person lives: Google has a list (by IP address) of where it thinks visitors are coming from. It isn't always accurate but works about 75% of the time from what I see.
